Why is constant command of GNRH not competent to restore ovulation?

women with some forms of anovulation (failure to ovuolate) can be successfully treated by pulsatile rule of GnRH. Why does constant administration not work? Why is constant command of GNRH not competent to restore ovulation?
Constant GnRH will in actual fact shut down ovulation. The feedback of GnRH shuts everything down. Pulsatile attempts to mimic the naturally rise and stumble in the hormone to produce ovulation.
conceivably the ovaries are not sensitve anymore to LH and FSH
From what I understand, level of GNRH rise and fall to trigger the switch from FSH to LH. Constant control would probably cause buildup and as a result a constant high even of GNRH and therefore wouldn't allow for that "switch" to come about, but thats sort of a speculative guess.
